Troubled Times was inspired by the Paris terrorist attach on the concert goers at the Eagles of Death Metal show.

Trouble Times is exactly about what it seems to be. Billie-Joe is making a commentary on the current state of America and the world at large  - it's politics, religions and it's powers and how they are appear to be falling so many people.

This is actually part of the theme of the album from which the song comes - Bang Bang in particular serves notices that Green Day is sick of the media endowed celebrity status given to those who commit mass murder using guns.

This should be no surprised to anyone as Green Day's American Idiot and 21st Century Breakdown albums have covered these concepts a fair but - 21 Guns being an obvious consideration of the use of guns and war.
